On February 6, 2025, the White House Office of Science and Technology Policy (OSTP) released a Request for Information (RFI) seeking public input on the AI Action Plan. The American people are encouraged to share their policy ideas by responding to this RFI through March 15, 2025.
The RFI invites input on a wide range of AI-related topics, including:

- Data centers and energy efficiency
- Model development and open-source development
- Application and use in both private sector and government
- Explainability and assurance of AI model outputs
- Cybersecurity and data privacy
- Risks, regulation, and governance
- Technical and safety standards
- National security and defense
- Research, education, and workforce development
- Innovation, competition, and intellectual property
- International collaboration and export controls

This Executive Order represents a significant departure from the Biden administration’s approach to AI regulation. While the Biden administration emphasized oversight, risk mitigation, and equity, the Trump administration is focusing on deregulation and promoting AI innovation as a means of maintaining US global dominance.
The Trump administration has directed the review of all policies, directives, regulations, and orders taken pursuant to Biden’s AI Executive Order that may be inconsistent with or present obstacles to America’s global AI dominance. Additionally, the Office of Management and Budget must revise previous memoranda on federal AI governance and acquisition by March 24, 2025.
The new approach prioritizes removing perceived regulatory obstacles to innovation while emphasizing national competitiveness and economic strength in AI development. However, it’s worth noting that this Executive Order does not alter existing federal, state, and foreign laws that may still apply to AI developers and deployers.

Today’s RFI from OSTP seeks input from interested public parties, including academia, industry groups, private sector organizations, state, local and tribal governments, and others on actions that should be included in the AI Action Plan.
